I'm Devon Rios.

For over a decade, I have dedicated my career to the advancement of educational rights and safe/healthy schools and communities. As a litigator, community organizer, and respected community leader, my work has always focused on improving educational equity and outcomes for children and their families.
This started with the East Los Angeles 3-7 project sponsored by Munger Tolles & Olson LLP, where I built the foundation for parent organizing and education to address systemic issues and early intervention needs in the community. I quickly became respected as a grassroots leader and was trusted as the founding board chair for Via Care Community Health Clinics. During my tenure as board chair, the organization grew from one small clinic to 17 locations spanning across East Los Angeles and South Gate providing comprehensive services to all – regardless of health insurance status.
My representation and work with families is acclaimed and award-winning, I have been featured in LA Weekly Magazine and was awarded the UCLA La Raza Alumna of the Year in 2012. With cases in state, federal, and administrative courts, I don’t shy away from unique legal issues and pride myself on addressing a wide range of special education and school safety issues that include students' rights under IDEA, appropriateness of special education services and supports, discrimination issues, student injuries and improving educational outcomes and safety. No matter the issue, I bring both passion and experience to assist families in every aspect of special education advocacy and school safety.
I share my expertise as a guest lecturer at California State University of Los Angeles and UCLA School of Law, focusing on community resource management and law school admissions for underrepresented students. Additionally, I frequently participate as a panelist and speaker on various topics, including special education advocacy, juvenile justice, and racial issues.
